ALLEGHENY COUNTY—Pennsylvania’s lack of a clear sentencing framework for second-degree murder could produce inconsistent sentences, overwhelm courts and force victims’ families to repeatedly relive the murders of their loved ones, prosecutors testified Thursday during a House Republican Policy Committee hearing.
